Doug Wagemann

Douglas Wagemann
Board Chairman

Doug Wagemann has been in the funeral service profession since 1973 and owns two businesses in Placer County. He received his B.S. Degree in Operations Management from Cal Poly and went on to earn his M.B.A. from Cal State, San Bernardino and is a Senior Fellow of the American Leadership Forum. Additionally, Doug is a Maxwell Leadership Certified Coach and Trainer and has been an Adjunct Professor at several universities and colleges over the last 40 years sharing his knowledge and experience in management, leadership and strategic planning. He has also participated as a speaker for several national conferences along with organizational/strategic planning consulting in India, Russia, Italy and Canada. Doug deeply believes in giving back to the community. He is the Founding President of the Downtown Roseville Partnership and is a Past President of the Roseville Area Chamber of Commerce. He is currently a Board Member of Sutter Health (Sutter Care at Home), the Placer SPCA, Lighthouse Counseling & Family Resource Center, and a Consultant/Advisory Board Member of Jessup University’s MHA (Master of Healthcare Administration). Over his career, Doug has worked with numerous law enforcement agencies, coroner offices and families throughout the State devastated by the disappearance of their family members and/or the solving of their tragic deaths. He is now dedicating his time and resources to assist in finding needed closure for these families and their affected communities.
Tyler Neher

Tyler Neher is a long-time Placer County resident who has dedicated his career to public safety and criminal justice. Since entering law enforcement in 2011, he has served in a variety of roles, including patrol deputy, property crimes detective, corrections, SWAT, and now as a Lieutenant overseeing the Investigations Division. Lieutenant Neher holds a Bachelor’s degree in Criminal Justice Management and continues to advance his knowledge and leadership within the field. Lieutenant Neher is deeply passionate about investigative work, with a particular focus on solving cold cases. He is committed to bringing justice to victims and their families while strengthening trust and safety across the Placer County community.
Debbie Boyd

Debbie Boyd is a national speaker and advocate whose perspective is shaped by her 15-year journey through her daughter Christie Wilson’s no-body homicide case. As the only board member who has personally lived through a long-term cold case, Debbie understands firsthand the profound difference it makes to families when cases are solved and answers are finally brought home. Debbie speaks for California POST and presents at major national conferences, including the International Homicide Investigators Association, Missing persons conferences, and Cold case symposiums across the U.S. She is passionate about helping agencies leverage advancing forensic science and emerging investigative tools -- recognizing both the costs involved and the life-changing peace it can bring to families. With more than 30 years of experience as a high-tech executive specializing in negotiations and strategic leadership, Debbie brings a strong professional foundation to her advocacy work. She also serves on multiple justice-focused nonprofit boards.
Chris Carlton

Sergeant Chris Carlton

Born and raised in the Sacramento area, Chris Carlton began his career with the Placer County Sheriff’s Office in 2006 as a correctional officer. In 2007, he attended the Sacramento Police Academy as a Deputy Sheriff Trainee. As a Deputy Sheriff, he served in many units within the Sheriff’s Office, including the Auburn Jail, Loomis Township Patrol, Problem-Oriented Policing, Property Crimes Investigations, and Crimes Against Persons Investigations. As a Sheriff’s Sergeant, he now supervises the Crimes Against Persons Unit and the Cold Case Investigation Unit.
Anne Marie Schubert

Anne Marie Schubert is the founder and President of Schubert Strategies, a Sacramento based firm, specializing in a wide variety of consultation services. Anne Marie is a nationally recognized public safety leader, having spent 32 years as a career prosecutor and Elected District Attorney. While Anne Marie may be best known for the successful investigation, arrest, and conviction of the Golden State Killer, Anne Marie’s passion, persistence, and determination in the pursuit of justice led her to become one of the nation’s most respected and effective public safety and policy advocates. As an Elected District Attorney and career prosecutor, Anne Marie developed an impeccable reputation both in the courtroom and in the community. Her decades of experience in forensic DNA and cold cases have gained her international recognition. Her experience in high-profile cases, crisis management, and public speaking has resulted in leaders across the globe seeking her consultation. Using her experience, leadership, and deep relationships, Anne Marie brings strategic solutions to a wide array of clients, including public safety and business ventures.
Jeff Richardson

Jeff is the Senior General Manager of the Westfield Galleria at Roseville. The Galleria is a 1.3 million square foot regional shopping mall generating over $760 million in sales annually. Prior to the Galleria, Jeff managed several other Westfield properties as an Executive in Training at Westfield Southcenter in Seattle and Westfield San Francisco Centre. He also spent time as the General Manager at Westfield Oakridge in San Jose. Before Westfield, Jeff invested a twenty-two-year career with Macy’s. Nine of those years, he was Vice President of Macy’s at the Westfield Galleria at Roseville location. He led the store through two remodels and a rebuild following 2010’s fire and was awarded the District Award for VPGM of the year in 2012. Jeff has been an active member of the Placer County community. He is the Past President of the Roseville Area Chamber of Commerce (2019) and currently serves as a committee member on the City of Roseville Economic Development Advisory Committee and the Roseville Area Chamber of Commerce Political Action Committee. Jeff also serves on the following boards: Placer County Economic Development, Placer County Cold Case Foundation, Placer Valley Tourism, and At the Grounds. Jeff has spent time serving on the Keaton's Childhood Cancer Alliance board and is the Past President of Pacific Gold Aviation Association in Lincoln. On a personal level, Jeff and his wife Lana have three children and six grandchildren.
Paul Robins

Paul Robins
Board Member

Paul Robins has served on the faculty at Jessup University in Placer County for seven years and, as Program Director, launched the university’s successful Digital Communication, Art & Design major. He is also an NRA and California DOJ CCW Instructor, teaching firearms courses to residents in Placer and surrounding Northern California counties. Paul is probably best known for his broadcasting career, having hosted morning radio programs in Sacramento, Detroit and Dallas. “The Paul & Phil Show” on Y92 (with partner Phil Cowan) ran successfully for almost 20 years in Sacramento. Paul’s TV credits include the nationally syndicated “Evening Magazine” and he appeared for many years on The Discovery Channel as one of “The Answer Guys.” Most recently, he served more than ten years as the morning news anchor on FOX40 in Sacramento. He’s also an avid runner, having completed 25 marathons, including Boston twice. Paul has been married to Bridget Robins for 46 wonderful years. His daughters, sons-in-law, and all the grandkids call him “Pops.”
